DLC for the Last of Us Part 2 was supposedly in development at one point but has now been shelved according to Jason Schreier. And its supposed to give you every single DLC, so I downloaded it and I only got half of the DLCs, for example I got the Enforcer but I didnt get the burst pistol, I got Scavanger, Hart and many more skills but I didnt get Lone Wolf and others.
